Vacancies, openings, and offers are three different metrics

“Job openings” (a stock, measured at a point in time), “vacancies” (used loosely as a synonym in some national statistics), and “offers extended/accepted” (a recruiting-funnel flow metric) measure different things. The internal offer calculator uses accepted ÷ (accepted + candidate-declined) × 100, excluding pending offers. SmartRecruiters figures are reported separately; their exact denominator and status rules have not been verified. Neither is a vacancy-fill rate.

How does the internal offer calculator work?

It divides accepted offers by accepted plus offers declined by candidates, for the same offer cohort and period. Pending offers are excluded. This follows NACE's real-time definition in its November 2024 early-talent/university-recruiting standards, printed p. 69.

Can I compare the calculator result directly with SmartRecruiters?

No automatic comparison is made. The table shows SmartRecruiters' reported 2025 rates for its September 2023–August 2024 cohort. HRRef has not verified the report's exact denominator or detailed status rules; match those definitions, population and period before comparing.

Does signing an offer automatically count as acceptance?

Apply your team's documented acceptance-recording rule. A document-signing status is not automatically the acceptance event used in your metric.
